Sit-start on one or both of the jugs and then use rough sloper/crimps to climb more or less straight up the right face of the rock and top out on the shelf. Directly left of this problem is the much steeper overhang and right of it is the very positive slab  - stay in between them 

This is on the first big boulder below the cell phone tower. Look for the steep rounded overhang, and this problem is just right of it.
